The NBA Board of Governors approved the "3-2-1" format on May 28, 2026, expanding the lottery field from 14 team to 16. 37 balls are drawn and all 16 picks are revealed. The three worst-record teams get just 2 balls each (5.4% for #1) but cannot fall past pick 12.
Every other team can land anywhere from 1 to 16, so a play-in 7v8 loser (2.7% odds for #1) can now jump to the top of the draft. The previous draft's #1 winner is barred from landing #1 again and a team can't pick in the top 5 in three consecutive drafts.

Default standings are the bottom 16 of the 2025-26 season for illustrative purposes — the actual 2027 lottery field will reflect the 2026-27 standings and play-in tournament results. Prior-draft #1 streak rule is active using 2025-26 lottery results. Three-consecutive-year top-5 rule is active.
